Stationary Immobility

I just wanted to confirm that stationary immobility also limits the max amount of rails in play. I know its max 3 wp regen but it does not say that its also max 3 rails at play, because when i have transportation technology I can only have 3 rails, but isnt it supposed to be 5? Since stationary immobility is -1 to max..

So I received the 1 day compensation token from when the server was not accessible. I redeemed it today, but did not the booster. Has this happen to anyone else? Or do I have to wait for it to apply?
