Well im a Fogger Main and tbh i dont face that problem. Sometimes im missing one WP but it doesn't happen that often.
Im playing Distance DD Fogger so i can't talk for Meele/Tank/mixed whatever Fogger BUT we have 2 passives which give us WP at the start of the fight.
So either you put WP in your gear (which is my choice) so you regain them with stationary immobility at the start of the fight.
Im currently starting my fight with 3 WP. The downside of this passive is having only 3 Microbots which...

Ich bin, nachdem ich auch eine pause eingelegt hatte, in keiner deutschsprachigen Gilde gelandet, aber wenn dich das nicht stört, könntest du ja trotzdem mal ausprobieren, ob es dir bei uns gefällt. link

Imo upsides/boosts from passives should come with a downside or a condition and new Fogger passives do that pretty well.
