Automatic Guild leader transfer

I'm trying to revive my guild but the current guild leader is a random low level player who took everything in our Guild Storage. So my question is, How long do we have to wait before it gets passed to me back? It has been 45 days since he was inactive but no guild leader transferring that's been happening. My friend is the next one in line for the guild leadership so we're pretty much waiting right now.

I have seen some Ouginak's Bow Wow in Youtube can attack. How come mine doesn't have a skill on the 5th slot so that it can attack? Did I miss an update or what?
