Running out the clock

Lately I've been getting matched with players that seem to be running out the clock. They will either wait for their timer to get 3/4 of the way done before playing cards or play right away and let their timer run out. It makes for extremely long games and I suspect the reason they do this is to frustrate the other player and get them to either surrender or lose focus. Has anyone else ran into this?
