Excess bugging on Sulik (Works on another relic)

So i started useing Relic Rune of Excess on my Sram Sulik and its bugging, i have another Sulik so i compare between the onewith the rune and the one without and i get the same damage, although in my profile i see (23% Damage Inflicted) instead of 33% when im not useing the rune, yet i have the same damage
also when i damage when i stack 10 excess i get the same damage as when im not using it
So what i mean here that my damage reduced by 10% and it doesnt work on the 10th hit.
