Drheller changes?

Anyone know when they made the Drheller changes that remove their ability to attack? Came back after a few years away and was testing out my new skill/spell build and noticed the Drheller couldn't attack. Can't seem to get a hit with the search option that mention the removal of their combat ability anywhere.

Was wondering if there was a Nation reset on characters at some point? Logged in for the first time in long time and noticed every one of my characters have had their nations removed. Hate losing the nation points I had.
