Crashing Wave - What Happened?

So I just came back to the game for the first time since the Feca revamp, and while I'm really loving the new Glyph and Armor system among other things, I am severely missing the old Crashing Wave. Every time I see enemies perfectly arranged in that 2x3 box my heart skips a beat, and then I remember it's single target now. As a Water damage dealer back in the day, I felt like I had a really nice niche with Crashing Wave's damage output as this bizarre AoE, including the ability to use it in melee...

Alrighty. Respec time. My main hitters are Crashing Wave and Bubble.
Now then, I've got two toys I wanna play with: Chance and Crit Chance. I don't exactly know how to balance my damage output, what with Aqueous Glyph, Critical Glyph, and Pacification.
If I can stack water damage through Aqueous Glyph and Pacification, is it better to boost crit from there by statting it? I really like the idea sitting at around 40% Crit with the Crit Glyph and my current Starry Set, with numbers set to go even...
