storm arrow dmg is bugged =/

it was nerfed im well aware i was a level 100 air cra without stats or skills added i have 240% base air damage storm arrow hits for 60-70 and level 100 tornado procs and does 80+ more then storm arrow which has a base of 45 and tornado has a base of 27... makes no sense this skill has to be bugged right now please fix thnx
